So for admins/mods, under their rank is all these stars. Some are filled in and some aren't. If they're filled in does that mean that we're fulfilling our duties or something?

No, they just show your rank. Lol, like this:

jr mods: 3 stars
mods: 4 stars
admins:5 stars
webmaster (zelf, lol): 7 stars

i dont get why there r gold stars and silver ones though

the silver ones are the ones that count. The gold mean it's a higher rank
